I get unexpected "unable to find reusable workflow"

Describe the bug
This is more or less a duplicate of lttb/gh-actions-language-server#5. I use Neovim, and I've tried to use the suggested solution from that thread, which is to add a custom handler for actions/readFile.

I can create a reproducible example, but I first just want to check if this is an expected problem.
